Romans 3:23 for all have sinned and fall short of the glory of God,


I remember a speaker who asked: “If all doesn't mean all what does it mean?” What does all mean here?



The term fall short comes from the foot races popular in Paul's day as a more peaceful competition between nations. To fall short means to not finish or complete the race.
